Yes, it can.
Some women NEVER get a positive urine pregnancy test. For example, in my first pregnancy, I was nearly 4 months and still getting negatives. The hormone just never made it into my urine. Unfortunately, I miscarried, so I don't know whether I would have started getting positives later. I DID get positive BLOOD tests. The amount of hCG in the blood is a much better indicator of the condition of the pregnancy.
And to the other person, no, hCG is produced THROUGHOUT pregnancy. That's why women who have recently given birth can still test positive.
It's really rare, though. My OB said that I'm the only person he's seen with negative tests that far along, let alone 9 months. But that he HAD heard of other women who never got a positive.

No, Your body needs that hormone to develop the baby. They even check when you are pregnant to see if your levels are normal and if they are not your baby could have chromosomal problems and even no be developing right.
