In Virginia, the governor can serve unlimited terms, just not consecutively. As far as I know, the rest of the states limit their governors to two terms. Yeah, Virginia is usually backwards on a lot of things. This is why they are a commonwealth.

No she didn't she resigned without serving a Full Term she was elected in 2006 so she didn't serve her Full Term.

I think it varies from state to state. I think in the state where I live, they are limited to two, four-year terms like the presidency.
