Well, it doesn't matter what we think, it matters what the woman thinks.
Is she happy with her life? If yes then good for her. If she isn't happy then she needs to deal with the issue of why she isn't happy, does she feel like she isn't a contributing member of society? Is she concerned that she isn't living life?
My mother (goodness bless her) homeschooled my sister and I. Even though she went to college she took the time and raised us the way she wanted to because the school system in our area was very bad.
After a while she was ready to go back into the work force (she asked us first, but how could we say no to someone who cared so much for us) and eventually my sister and I went to school (note that this was after we moved so it was a much better district). She climbed her way up the ladder at an agency that works with adults with developmental disabilities and right now she is the director of day services and president of the state wide association of day service providers. While yes she has worked at that agency for ten years it just goes to show that it's never to late to do what you want, even if you have spent years outside of the workforce.
I wish this woman luck in finding what she truely wants,

I would think that either she was a great mother and must have had very busy children, or that her husband was very controlling and did not want her to be independent of him. Maybe she didn't go to college and her husband thought that having her work outside the home wasn't worth it because she wouldn't be able to earn as much money as he did. If she NEVER worked outside the home, even before she had children, it was probably a more traditional household and she just cleaned and ironed her husbands socks all day. However, there is nothing wrong with staying home with your children so they don't have to be in day-care. If you are going to have kids, you may as well raise them yourself!
