Does anybody have a succint description of redistricting in the USA today? Or any problems that result from predominant redistricting schemes, such as safe seats, and polarization. Any arguements for, or against redistricting? Or new proposals on a different way to do it?

I have to write a paper over this so I was just trying to find input, also if you know any good websites that would have good information, it'd be appreciated.

Redistricting in the USA can be summed up in one phrase, partisan politics.

In Ohio, the Republicans had been in complete control of state government for nearly 20 years or more. During that time, they did a great deal of redistricting, which pretty much secured the state for the Republicans.
In the November elections, all the popular, state wide elections were won by the Democrats. Every single district race was won by Republicans. The question of fairness is now being debated in Ohio.
The argument for states that an elected official must have a sense of security about their job and not worry about being reelected. So far, the people aren't buying that argument.
