That depends on the child,,,it even depends on the person. They have to be responsible and careful with there things. I know some adults that are completely irresponsable. So be very careful and cautious! Otherwise, you'll end up making richer the cellphone companies!
There are cellphones that you can restrict incoming and outgoing calls, and only accept from the phonebook. This can be a very smart choice.
In addition, what type of situacion you have that would requiere ur kids to have a phone? I have a friend that gave a cellphone to her 9 & 8 year old son & daughter cause she started working and there were gonna be times in where she wasn't gonna be able to be at home in the mornings or in the afternoon. She also had to give them keys. She is lucky that the school is only 5 houses down and no street crossing is required.

When the parent thinks that the child is responsible enough to treat the phone well and not abuse the minutes, and/ or when the child has a legitimate reason for needing a phone.
Or when the child has earned enough money to pay for a phone.
By the way, pay as you go phones are a really good idea for kids.

What age are they going places where you need to keep track of them? If they are going off to their friends houses at say, 8, then get them one. You can always get "child friendly ones" that can only call certain numbers, show up on a map on the internet so you know where your child is, and are more durable so your child can't damage it as easy (even grown-ups can't take care of their phones). Either way, pay the extra couple bucks and get insurance on it in case it gets lost at some point.
It's better now a days that you have a way to get a hold of your kids or they have a way to get a hold of you in case anything happens. There's a lot of weird-o's out there...

You should probably ask yourself how mature said child is, but personally, I don't think a kid should have a cell phone other than emergencies, but those are pretty rare because half their time they are at school, where a phone is usually always nearby.

Under 18, ones that only dial the parents numbers, or regular cells when they start working .
Over 18 - whenever they can afford it.
Cell use by kids in schools for yakking with friends is turning them into even bigger educational losers than they were before . . . but heck, mommy daddy will support them for life when they refuse to go to work at the only place that will hire them . . . burger king

My kids got one once they started middle school. They are in sports and have to stay at school after school hours and I just wanted to be able to stay in touch with them. It makes me feel good knowing they have a phone in case an emergency would happen. You never know these days anymore!

i got mine when i was 11, generally middle school age. we (pre teens/teens) start going out more often by ourselves and its nice for both kid and parent to be able to reach each other practically where ever you are. plus its also something that you can use to keep grades up. I have to keep at least a C (honors classes) or else i'll get my baby taken haha.

when they can pay for it.
get a pay-as-you-go type of phone. they can use their allowance to buy the cards for it.
cell phones for children are ridicules. i nearly freaked when my niece (6 yrs old) got one. who the hell is she going to call?!
when kids start driving, they can get a job, and pay the bills. until then, they can use their friends' phones.
