To get a Chaos Chao you must first have your chao reincarnate twice. Then in its third life while its a child give it one of every 21 kinds of animals. Only one of the same animal and don't give it drives then have the alignment to what you want it to be. A hero would be to treat it with Sonic Tails or Knuckles. Then when it evolves into the hero side it will not be an Angel Chao but an Angel CHAOS Chao. Chaos chaos never die, and you can always have them reincarnate because once they do, the more the better because say your chao has only reincarnated once. It will only raise about 20 points if you level up a stat. If it has reincarnated about 4 times, you will get up about 150 points every time you level it up 1 stat. The more points, the better it is at that stat. I had a chao that reincarnated three times and it was only level 39 on run and it had around 7000 points.
