Yes, that is cheating, or more specifically plagiarism. Plagiarism is representing someone else's work as your own.

The purpose of assignments in classes is to get you to learn something. If someone else does the assignment, you foil the purpose because you don't learn anything.

By the way, plagiarism is very obvious to teachers and you will most likely be caught. I work at a university and I've seen a lot of plagiarism, so I know. At my university, doing this could get you an automatic failing grade in the class, or you could even get kicked out of the university. Even if the teacher can't necessarily find the source you copied from, he/she can easily recognize that the writing style of the paper is different from yours, and that will incriminate you. Is that really worth it?

I don't think that people should do the right thing only because they are afraid of getting caught. But in this case, don't you think your diploma would be empty if you knew that you hadn't really earned it?

Don't use rationalizations like the ones in your question. In the long run, you'll have a much happier and better existence if you choose to do what's right.
