hat - maybe not a good idea if you're indoors, unless that's your thing and everyone knows you for your stylish hats; if you have to wear them with your regular uniform usually, then definately leave it off because everyone will see what pretty hair you have!
barretts, hairbands, clips, tiara - depends on the hair style you choose. for a casual dance I'd stick with something that leaves your hair down, at least most of it, with maybe the sides swept up with clips or something. Having it up in an updo is wayyyy too formal, especially with the side curls coming down. Looks like you're trying too hard or that you're going to prom. Tiara is obviously rediculous. Clips and barettes that are metal and possibly glittery, preferably not too gaudy and match your jewelry would be good. Many a girls get away with fake flowers, the little tiny ones, for a really nice spash. Play around with it. You can buy colors slightly lighter than your clothing (or whatever you want really).
earings - I'd go with short ones... nothing too dangly. I always though seeing younger girls at school dances with dangly earings looked like clowns. maybe hoops, but nothing too big. i'd stick with sparkling studs or tiny baby hoops, if at all.
necklace - hmm... this is really your call depending on what you're wearing. Nobody ever gets made fun of for wearing the classic silver, extra thin, long chain with a locket or cross or something special for a family member. It looks feminine and classy. Shorter necklaces and stuff with funky designs (like from the store Claire's) can be neat as others will go "wow, that's so cute", but I'd stay away from things with puppies, bright colored plastic beads, etc that make you look much younger than you are. Chokers don't look so great unless you're wearing a dress with a neckline far below your collar bones. The stretchy "tatoo" chokers can become askew (not horizontal) when you're moving around and end up looking cheap, and they're kind of itchy. I like the Claire's thing for someone in your position. Provided it matches your earings and/or outfit. Pay attention to wear it falls compared to your clothing's neckline.
belt - I wouldn't wear one with the skirt, unless there are belt loops in the skirt specifically for wearing one. Perhaps buy a nice, low key, silky fabric to tie around under the belt loops? You don't have to tie it under all of the belt loops if you don't want to. Maybe just the side loops. You can tie it in the back or on the side. The back might look nice if the fabric isn't too long (i.e. not longer than your skirt). It would add some feminine qualities to your outfit and will help you stand out in the crowd, if that's important to you. Stay with low-key fabric prints, nothing too busy or bright. Navy blue, a little green, maybe some purple... what you like is important too.
anklets and toe rings - eh.... probably not. up to you.
shoes - definately not sneakers, running shoes, hiking boots (I"VE SEEN IT), tall black boots, or sandles. I'd stick with comfy flats (preferably matching your shirt, unless your shirt is a bright color, though brown or black is usually okay), or shoes with just a little heel. I like the brown faux leather ones that are strappy and have a little stretch. They tend to be most comfy. Try them out a few days before the dance though as you want to break them in and find out if they will destroy your feet. Most dances I've been to... the girls all take their shoes off anyways. Make sure you paint your toe nails a nice light brown or pink, or a maroonish red (depending on what you like and your personality) as people might be looking.
other notes...
be careful with pantyhose. Don't wear lotion on your legs that day as often no one can see if your skin is dry anyways AND this make the hose very itchy AND you get a little sweaty with the lotion and can't seem to dry out. I'd definately NOT wear black hose. I'd probably not wear it at all... but if you have a sock-line/tan line... you might want to. A color close to your skin color and nothing too sparkly would do the trick. The silkier the hose and the poorer the brand, usually the higher the chance you'll get "runs" in them too. You can always take them off in the bathroom and throw them away or stuff them in your purse without anyone noticing. Forget about that clear nail polish thing... WHY bother?

You could wear a bunch of cute bracelets if the shirt is short sleeved or mid length. If it is a long sleeved shirt, maybe a few necklaces of different lengths in colors that compliment the shirt. Or, you could get a thick headband in a bold color or pattern. And remember a cute pair of shoes!! :) Hope I helped!

Take it from a girl you should look at your skirt and see the least color and use that color as a necklace or a bracelet to make your outfit pop out and notice your outfit.
