I did a project on the Pisa, I used a lot of hot glue and toothpicks. Sorry that's basically all I could use.

Get styrofoam disks, and glue them in a leaning shape. / or \ your choice. Then use plaster or air-dry clay to smooth the tower from looking like a stack of CDs to a tower. Once the substance is dry, paint it as it looks.

Alternately, make a basic tower with paint, then cut off the bottom at an angle and glue it to a base so it will stand up.

use popsicle sticks + and card board 4 base + lots of hot glue
