its up to you how developed a site you want and if you want to use your own domain name

I don't know what your looking for but if its just a place that's free to put web pages and manage them on line, then you could go to a site like http://te-host.com
and sign-up for a free account there. Or find a web site that has similar offers. You do have to have some web publishing knowledge, this would make things easier if you knew a little bit about this, or at least how to FTP. Hope this helps!

1and1.com has a pretty good web template if you do not know much about web design, it is also free with a domain name purchase of 6 bucks a year.

tons o' places right here on yahoo its called geocities or your internet provider usually includes web space
