I bought a new flapper, and tried adjusting the chain length to various lengths, but still no good. I can only get a good flush if I hold the lever down for about 5 seconds, and this is obviously not the way life was meant to be lived.

ajust the water level, make it higher, theres a little knob on top of the pipe in the tank,that will ajust the float.

You need an adjustable flapper. I'm not sure if you can get them at Lowes or Home Depot but you can check. If not you may have to go to a plumbing company.
The flappers I use are silicone and have an adjustable dial on the bottom of them. They are made by Frugel.
You may be able to find another model you just need to make sure you let the store personell know it is for a low flow toilet and what you explained on this sight. Let them know that the typical Corky brand flapper is not the answer.

is there a float on the "flapper" chain? If so set it as low as it will go.Raise the water level in the tank to the max. Try a different style flapper, sometimes they just dont work the same from one toilet to another.

Make sure that your rubber drain tubing is not hitting on top of the flapper and pushing it down sooner. Install the drain tubing into the outlet larger drain.

Replace the flapper. Don't cost much, takes maybe 3 minutes. Take care.
