My niece lives in Cebu City, Phil., and I need info whom I can contact for the subscription of the service. I will pay for the
monthly service, including the DSL.

In Cebu City, the best deals you can probably have for DSL are with

1) Philippine Long Distance Telephone Company-- MyDSL. Monthly DSL is P999 (roughly $20) (plus taxes) for 512kpbs. The upside is that this service is part of the biggest phone company in the Philippines. The downside is that there are some areas that they don't have reach... but if your niece is close to the major hubs, then there should be no problem. myDSL does not have a published installation fee.

2) SMART Bro . This is an offshoot of one of the biggest mobile phone companies in the Philippines, which is, actually (if I remembered it right) a subsidiary of PLDT. Smart Bro is wireless internet (but not wi-fi since they'd install an antenna to your house. Think of it as similar to satellite TV) It costs P999/month (plus taxes).
