Why do coasts need so much management?

Mostly because of erosion. Many coasts are not fixed features, they change based on weather and tide patterns. For example, hurricanes have been known to literally rip away all of the sand from a beach or completely move sandbars. This also means they are sensitive to the actions of man, such as building houses or roads near to them.
