The movement is relative to your point of reference. Both the Eurasian and North American plates are moving away from the mid-Atlantic rift zone at about 2 cm per year. However, Iceland, which most folks consider part of Europe, lies astride the mid-Atlantic rift and it's western part is not moving away from North America because it is located on the North American plate. Therefore the answer is either zero or about 2 cm.
