Hand near the wheel. Too much stuff rolls around on the floor for that to be a good place for a switch.

The hand definitely. It'd be too easy to accidentally hit the button on the floor and who knows what would happen if the lights were suddenly dimmed.

Wheel dimmers have basically taken over from the old floor switches, possibly because the designers assume that you have hands on the wheel but the position of your left foot is arbitrary.

On the steering column. I've had the ones on the floor get corroded by salt and water tracked into the car in winter weather.
