All of the other are within the Private Address Space as defined in RFC 1918.

The private address space that answer c. is closest too is 172.16.0.0/12, giving the range 172.16.0.0 - 172.31.255.255.

172.32.1.254 is outside this range, and hence not private.

public IP Address have to be unique in all internet the count of public ip address is limited .so exist special range of ip address named as privet ip address.
