Look at the map legend. It will explain all of the map features and details. A circle with a dot just means a city of a certain size; you'll need to check the map legend to see what size. A circled star generally means a capitol city. But again, check the map legend.

It usually means the capital city of a place but you can also look at the legend or key on the map because that would also tell you.
