Make sure you click APPLY for the setting to take place before you click OK, after clicking APPLY you now click OK, your new home page should remain.

Depends on what you mean. If it is the default search engine in your browser, change the browser settings. If it is the home page, change the setting. To completely block google, put it on the browsers banned sites list.

Edit your HOSTS file. It is located at:

Windows 95/98/Me c:\windows\hosts
Windows NT/2000/XP Pro c:\winnt\system32\drivers\etc\hosts
Windows XP Home c:\windows\system32\drivers\etc\hosts

Add this line to the end of the file (without quotes):
"127.0.0.1 www.google.com google.com"
