Only use eyeliner on the outer rim of the eyelids, not the inner.
2. Instead of leaving eyeliner in a stark line, use a cotton swab to smudge and blend the line.
3. Use darker eye shadow on the lower lid, and lighter eye shadow on the lid leading up to the eyebrow. This will really open your eyes!
4. When applying eyeliner to the lower lid, don’t start right at the inner corner. Instead, start with the lashes, or even at the middle of the eye.
5. To add extra dimension to your eyes, use an eyelash curler before apply mascara.
6. Use black mascara rather than brown to accentuate the eyes a little more.
7. Use white eyeliner on your lower eyelid to make your eyes appear bigger.
8. You can try using brown mascara on your lower lashes and black mascara on the upper lashes to bring out the color in your eyes.
9. Use a touch of light-colored concealer on the outside corner of your eyes to brighten their appearance and make your eyes appear more alive.
10. When you apply eyeliner to the top lash, try first starting in the middle and drawing a line towards your nose. Then go back to the middle and draw a line towards the outer edge or your eye, but make this line a little thicker. This will make your eyes appear bigger and longer.
11. You can use fake eyelashes to make your eyes look bigger, as long as you apply them correctly

Start by using a light eyeshadow - it brightens up the eye area, and makes your eyes seem bigger. Use a dark liner on top of your eye lashes. Start with the liner touching the end of your eye (tear duct area) but as you draw out, make the line leave a slight gap (as in pretend your eyes were larger.. draw the liner on to a little bit of skin). Then using a small pointy eyeliner brush, smugde the liner in so that the little strip of skin i invisible.
Use an eye lash curler to curl your eyelashes (again makes eyes open, seem bigger) and then apply lots of mascara.
To get this truly right, what you should do is go to a department store (like Bloomingdales, Macy's etc) and get one of the ppl at a counter like MAC or Boobi Brown to do your eyes for you - its free, you can just watch and learn. Tell them that you want your eyes to seem larger and they will show you all the tricks.

Use a light shade of eyeshadow just under your eyebrow. Use a darker shade in the crease, extending to the outside corner just a tad. Use a medium shade eyeshadow on the lid.
Curling your lashes and using mascara will make your eyes look bigger as well. Also, use a fine eyeliner and smudge the line just a tad and BINGO -- instant eyes! :)

Use some eyeliner on the inside lid of your eyes to make them stand out. Also use colors that complement your eye color themselves. Do NOT, however, use eyeliner on the outside for it will make your eyes seem closer together. If your eyes are far apart, then DO use that advice.

Don't use black eye liner for one, try using a brown. Also, when you put it on your lower lid, start from the outside and go in about half way. DON't bring it all the way over, this is a mistake a lot of girls make. Also, use a mascara that adds length.

Proper application of eye liner and sometimes a light light shadow (like white) just under the brows and in the corner inside eye give the illusion of larger eyes.

Add a light colored, shimmery eyeshadow to the inner corners of your eyes to brighten them a bit. Add a lighter color toward the middle of your lid (kinda same idea as adding gloss to middle of lower lip). Curl your lashes and double coat them with mascara. Don't do a raccoon rim around your eyes.

Put eyeliner on the tops and bottoms of your eyes. I use a powder eyeshadow for my liner and it makes a big difference and stays all day long. Good Luck!
