I am trying to find the game Breath of Fire 2 for SNES on the computer to download. Can anyone tell me where to find it? Also I need to know what an emulator is and how to get one.

Nintendo is releasing all of the old titles for the new Wii. So I doubt you'll find any SNES games floating around for the PC.
An emulator is a program that basically mimics the consul logic, in your case the SNES consul, and allows you to run the games on your PC. In the case of games on chips as opposed to Cd's, you'll either have to down load them or get the hardware to plug the game into that then hooks up to your PC via a usb port.For all the expense and trouble, buy a Wii and you can have your game. And many more. The Wii is PC compatible

go to the manufactures, i think that that game is an ea game not sure it is not in front of me
