You will need a DVD drive.
Then you will need to either install a codec, or a DVD player application to play them.
To copy, if there is encryption, you will need something to correct this such as AnyDVD.
Then you can use many different programs to copy it.
Be aware that you are responsible for being aware of the copy right laws in your region. Ignorance will not be an excuse if you are caught violating them.

to copy you need DVD SHRINK and to play I use INTERWIN VIDEO. BTW these are both softwares. Your PC needs to have a DVD Player installed.

to play i use vlc http://www.videolan.org/vlc/
and to rip a dvd to your pc i use dvd shrink
http://www.mrbass.org/dvdshrink/
as for the hardware required all u need is a half decent pc, and a dvd rom writer drive

A DVD burner software should come with it. There are few free free software for burnning and lots sorftware you can buy to burn DVD's!
