i was born and raised in South Africa. the biggest problem is that most Africans don't understand the meaning of resource management. they plunder and destroy until its gone and then move on to the next area. unlike most continents, we either don't utilize the resources at our disposal, we send them to you. with only the owners reaping the reward. or we don't know what to do with it at all. Africa is the epiphany of greed and stupidity. there is no excuse. most of us don't have the mental capability to understand that we are doing it to ourselves. use Zimbabwe as a example. twenty years ago they were exporting food to us, look at it now.

In Africa, the nations are constantly at battle within themselves because that country boundaries are only lines on a map grouping many tribes and ethinicities together. Since there are enemy tribes within a nation, it is hard to get a form of goverment and a ruler that will make everyone happy. This causes political instability since no leader or ruler can stay in office with the full support of his country. Wihout a stable government to take care of its people, etc...they keep on falling into poverty. The government has no money to invest anywhere, so no money is growing or building up.
In other words, because of the lack of stability and organization, the nations continue not lose money but to fail to gain any, and with inflation, it seems they are losing it.

Well, not all African countries are poor. American peace corp/British volunteers go out and teach them how to plant the fields and teach contraception, there are programs which people send farm animals, seeds,fruit trees and tools to the families that need them them. It's not as bad as it seems.

Your question is very general and makes false assumptions.
There are rich people in poor countries and poor people in rich countries.
Poverty begets poverty.
But it does not have to.The uneven distribution of food and resources contributes greatly to poverty.
So does war and social conflict,disease,weather,and the seperation of social classes.(the very rich,and the very poor)

The system, socio-economic, is designed to uplift certain people and hinder others. As everyone knows Africa is the richest continent and therefore she, her resources, have been raped over and over by those who could dominate. As the saying goes, divide and conquer, which has definitely been done there.
