England has it's own league that is not professional. They are working on it though.
I play for the Oxford Saints, this years Division 2 Champs.
They have 3 divisions, and are promoted and demoted, based on the regular season standings.
The premier division is, suppose to be, the countries best.
There are semi-pro teams throughout Europe. I'm pretty sure in every country. Some better than others.
Maybe not Liechtenstein or Vatican City.

The only truly pro football (American style) outside the US is the Canadian Football League. Everything else would fall under semi-pro at best.
