No. The 2000 Super Bowl between the St. Louis Rams and Tennessee Titans came the closest, when Titans receiver Kevin Dyson was tackled 1 yard shy of the end zone as time expired. Had he crossed (and the Titans made the extra point), they would've tied the score at 23.

This game has been misconstrued a lot. In the movie "Castaway," for example, Helen Hunt's character says of this game that, "We almost won!" Not quite.

No. But there was another game that came close to going into overtime besides the other ones mentioned.. It was the Colts and the Cowboys in Super Bowl V. The colts kicked a field goal as time ran out

In super bowl XXXIV, Titans WR kevin johnson got stopped a yard short of the endzone by a Rams LB.

In Super bowls XXXVI and XXXVIII, Adam vinateri booted a GW fg from 42 and 48 yards respectively

Rookie Colts kicker jim o brien (i think) kicked a GW fg in Super Bowl III

No although it has come close several times Titans vs. Rams, and all three super bowls New England won on field goals at the end of regulation.
