Not sure what motor you are asking about but a GM 4.3L v6 is an OHV and the hydraulic lifter rides on the lobe.
Lifter pushes the pushrod against the rocker arm, that pushes the valve stem.

It is a tappet if by "lobe" you mean the lobe of the camshaft.
