Rain is condensed water vapor that has been floating around in the air. Clouds are basically water vapor. When the temperature reaches a certain level, or the amount of water in the air (the humidity) reaches a certain level--or both, it begins to rain. Things like dust can also cause water vapor to condense. The scientist Bernard Vonnegut, brother of the novelist Kurt Vonnegut, came up with the idea of "seeding" clouds with iodine vapor, which would then crystallize and cause the rain to condense on the iodine, resulting in rain. He was the original "rainmaker."

the hydrolic cycle. everything that is precipitated out of clouds is run-off back into oceans and lakes. It is evaporated again from the ocean and stored when it rains again it goes back into the ocena and evaporates again.
