There is no normal age to start shaving. If you have a mustache, and you don't want it, then shave it. You don't have to wait until you are a certain age, and your dad should really understand that. Just go up to him, tell him you have a mustache that you don't want, and ask him if he can get you a razor. Simple as that.
As for the unibrow, don't shave that. Even though it may be a little painful, your best bet is to pluck the hairs with tweezers. Good luck!

I'm your dad's age, or maybe a little older.
To start, I do not think 13 is an early puberty at all. It's pretty average.
It's difficult to understand you parents' objection your shaving; the only thing I can think of, is the fact that you are growing up makes him feel 'old,' and he is a little in denial. Is there some kind of cultural concern here, maybe?
When I was your age, alot of the guys just let their facial hair grow, figuring it gave them an 'older,' look (13 might pass for 16, but it didn't really), and when the time came, like when they got a part-time job that required a neat appearance, then they started.
But this is totally your decision, and it's your appearance that your taking care of.
Here's my advice: keep working on your dad, ask him for advice, maybe have him feel with his fingers to see that it is not just peach-fuzz, he will be convinced, and this could be a really nice 'father-son' thing for the both of you.
PS: electric might be better to start with, b/c even though your whisker may be thick, 13-y/o skin is tender still.
Good luck!
PS: unibrow? it's part of you. just let it. don't do electrolisis, bleach, or pluck. the agony is not worth it, and 'removed' unibrows always look unnatural, even if done by the best professionally (IMHO).

That's kind of silly that your parents want you to wait till you reach a certain age to be able to shave. Trust me it's not a privilege or a perk. I would say get rid of the unibrow and start shaving. I think I started about that age and now I get to do it everyday...

The facial hair can stay exccept for the unibrow. If you look at other questions asked about unibrows on this site you will see that the general consensous is that unibrows aare a turn off. You can pluck it or get it waxed. Either way, it has got to go.

If you have hair that shows-like a mustache, then you should be able to start shaving. Have your parents given you a reason why they don't want you to shave? Have you pointed out the mustache? If you don't think they're being objective, then maybe suggest to them that they accompany you to a barber, and then ask the barber if he thinks you should be shaving based on what he sees. Maybe if they hear it from a professional, they'll come around.

awww m8 feel real sorry for ya!!
Hi, im 14 years old, i cant say i have had the same thing but ive started shaving, it looks so much cleaner and nicer. I would speak to your parents and tell them how you feel if you really wanna that badly they should respect that, and maybe consider letting you. If not i would juts completely ignoe them and do as you like, thats the best thing-especially if its a dark one too.
About your uni-brow, is that in between your eyeborws (monobrow?) well i would get that sorted strait away if you wanna look nice, plucking works, but be carefull you dont much up the shape, alternitivly go get it doen at a beauty salon, they'll do it-not that expencive either.
Do that, the girls will be chasing after ya mate!
****Good Luck****
