It's in Present Perfect tense.

I have a car. (Present Simple)
I have got a car. (Present Perfect)

Here, "have" acts as the auxiliary verb and "got" is the past participle form of the verb "get", hence the second sentence is in the Present Perfect tense.

I have got is present (though not totally grammatically sound)

I have gotten is present perfect. (have + past participle)

The present perfect is used when we described what has happened in the past with a connection to the present, but with no time reference. eg:

I have been to India.

Incidentally, the past perfect is used when there is no connection to the present. eg.

Charles Dickens had written four books before he moved to London.
