If you own the house, there are issues about possible structural damage to the house. I am afraid this may be a matter on which you would be advised to see a solicitor. In fact, it is possible that the council are not replying because they do not want to admit a legal liability. Could I suggest that you go to the local Citizen's Advice Bureau? They will tell you for free if you need legal help, and probably work with a panel of local solicitors.
I definitely recommend that you go to your CAB first, but the politician who is concerned with the matter is your local councillor. Find his or her name from the Council's website or ask at the public library, who will also have your MPs' details. I think it quite possible that your MP might refer you onto a councillor anyway.

I had the same problem and phoned them, they were out within 4 days!
