Your Windows install was probably damaged. If your computer has any type of Hard Drive checking software, run it ASAP (Dell has options to boot to their HD checking utility, for example).
Next try doing a windows repair by inserting the window cd, going to "install windows" and selecting the "repair" option (it's pretty deep into the windows installation procedure).
Now you need to figure out what did it. i.e. application install, virus, spyware, your teenager, etc.

If its booting in safe mode, its probably a setting that you have changed. Try restoring you BIOS to its default settings - see your motherboard manual for instructions. Also do a restore on the Windows OS.
If it was me I would probably just re-install everything - maybe do a windows repair installation, then back up important files then do a format and complete re-install.
If you are going to do a complete re-install make sure you have all your disk and and drivers for any hardware.

unplug ur internet connection. restart pc in safe mode without networkin. perform system maintence by running msconfig, and disable all services, startup programs. if this boots up ur pc quicker, run msconfig again and enable services 1 by 1. long winded but better than reinstalling. if all fails start a fresh install and fdisk drive first b4 u insert windows disk.

Click Start>Run> type in "chkdsk /f" without the quotes. That may fix your problem or give you a lead on how to fix it. Reboot and see if it will load.

Maybe reinsall, it always good to keep documents on a USB HD to avoid loss of important files when formatting, I have all my files on a USB HD and mapped the my Documents folder there: ex:
X:\files\mke [X is the letter of my USB HD]

anything in the bios changed? thats happend to me alot and usually it would go away after i reviewed the bios, and if that didnt help then run the comp. with only what it needs, and unplug all extra devices.
