There's a great product you can buy at Happ Controls
(www.happcontrols.com) called Plexi-Clean that works very well on plastic and glass surfaces. I fix slot machines for a casino and it's what we use to clean them up. (Trust me your nicotine problem isn't as bad as ours.) It will also temporarily eliminate the static buildup on the screen to keep it from attracting so much dirt. I agree that not smoking around your TV is by far the best answer. Tobacco smoke is very bad for all electronics.

Ammonia with a bit of water will do it and then just dry it and it will be fine. Do it with the television turned off and for safety you should unplug it as most still have some juice going through it when plugged in to keep the screen warmed so it will come on faster when you turn it on. Best to keep the smoking out of the area in the first place as it will permeate the insides of the tv too and eventually can cause real problems. I have seen many that go out prematurely because of it.

windex and a paper towel. It may take 2 or 3 tries but it will come off, and quit smoking in the house

i have found that sprayway glass cleaner works great. i'm a smoker. this stuff doesn't have ammonia in it so it doesn't leave a film behind. and it is the greatest on windshields as they won't fog up.
