Best thing to do is call your local police or the police in the town you would like to ride, and ask them where to go. Remember to get the police man's name so if you get busted you can tell them who told you to ride there.

Im in Arizona, but I called the DMV and they told me I needed to put blinkers a brake light and horns and I had to take it in for inspection. You have to have it insured to drive it on the street but since it is a rec vehicle the insurance is like 40 bucks a year.

You can always try calling your local government. I'm sure they can let you know if there is such a place in your town or county.
