The screen that comes up says to choose a way for it to boot up. The choices are Safe Mode, Safe Mode with command prompt, and Safe Mode with networking. Or the last configuration that worked, or to start it normal. Well no matter what way i choose it always fails and reboots to that same menu. I came home and it was like this so i dont know why it is doing this... can anyone help?

You may need to run a system restore, or if you have the windows XP disc, you can run a repair installation of windows xp to help alleviate the problem.

The problem you are seeing is likely something in windows is corrupted and causing the machine to reboot.

Also you might want to have someone check the hardware in your machine, you could have bad memory as well, or the hard drive could be failing or corrupted in a certain spot.

Ok if it doesn't even boot in safe mode then you do have a problem. Try putting in your restore disc and it should have a repair option that will repair your os without deleting any of your information.

when it goes to the menu push number 1 it should say number 1 normal do that to activate normal mode

I KNOW! use your screwdriver take out the battery.
