Actually you can NOT make your pores smaller at all. You can reduce their appearance though. And cold water or ice IS the best way.(it is not bad for your skin I used to work for a dermatologist and this is what she had people do for pores AND acne)
Wash you face twice a day with a good cleanser, (AVEDA has a great one) then splash some cold water all over or rub an ice cube (run it under water 1st) all over your skin. Next use a good moisturizer. You might want to see a good esthetician if you can spare the money.

There is not really anything one can do to actually make them smaller per se...BUT....there are things that can be done to make them appear smaller.

First, if you are willing to put in some time, and some money, with your skin, go for professional microderms. A series of 6 spaced two weeks apart is what most aestheticians reccomend. The first three you will not see an incredible result, but 3 is the magic number and by number 6 you skin will be glowing, and your pores will look more refined. You really shouldn't miss one of these sessions as these are the important 6, but after you complete the series only maintenance microderms will be needed such as one every two-three months.

For less time and money Clinique sells a 'pore minimizer instant perfector' for about $16 and that works nice under a foundation or a powder. DO NOT use their skin care line though...it's bad news for larger pores.

I do recomend a good skin care line and for that...Biotherm. Everything they make with the exception of their mascara is great for not only healthy looking skin but also for their mineral and vitamin benefits.

I LOVE avon's porefection mask! It works sooooo great! My pores look so much better after using it! Other people will tell you ice or very cold water, but that is unhealthy for the skin. You never expose the skin to extreme heat or cold IT IS UNHEALTHY! It's the old school way of correcting the problem. Since the days when that was started, it has been found to do more bad than good. I was a licensed cosmetologist; skin care was a large part of my training. I've also worked in a spa, & spoken to more than one dermatologist about it.

use clinique's pore minimizing lotion..it strengthens pore walls and makes them tighter
