Most schools are state funded unless you go to a private school. So the state believes they have a say since they fund different programs.
My child goes to a private school so what I say goes.

No,the state should not interfere with school because they have enough problems without having to clean up the schools' messes every time something wrong.

it depends if you have told the family over and over about the kids and they are not making effort and the kids have not changed are still dirty have countinuing lice and all and everything then yes you need to talk to the state and let them check the home.
