If you're actually thinking of plagiarism, then the answer is.... not so simple.
Actually, people have been using other's thoughts, ideas, and words probably ever since people started talking to each other.

The big question is: When did people start caring about others stealing their ideas?

I recently read a line of thought that it was around the time that the price of books dropped to the level that average people could afford them that authors started caring about others stealing their work.... and money!! Because if someone else sells a lot of books with your ideas in them, then you did the work, and the plagiarist gets all the glory and money and glory and money and.....

If you mean Plague Jar Im Izum...well that was the year that anyone began writting...because wouldn't that mean that if there were original authors words...there were stolen words? Or do you mean the law banning it....
