In other words, would someone born in Puerto Rico then be eligible to become President? Or would they need to be born after PR became a state?

Your question is very valid and well informed.
Puerto Ricans have a statutory US citizenship (it is not permanent) since PR is not a state and it is not an incorporated territory (that is why they do not vote in US elections, they are self governed and have their own government and their nationality is Puerto Rican!). It is a self governing country associated with the US as a commonwealth. As we all know, that can change since PR has a recognized self determination by the United Nations (it can become an independent country if they choose)

If Puerto Rico becomes a state then, and just then, Puerto Ricans would be natural born US citizens (those born right after PR becomes a state) and then they would be eligible to become President.

are you serious. do research puerto ricans are citizens of the united states and are eligible to be president. puerto ricans don't vote in presidential elections because we are not a state and hold no electoral value. but the people of puerto rico are citizens and have every right that a person born on the main land has.
