What does it mean when someone says the engine idles?

Engine idle is the base rpm of the motor. It's measured with the engine warmed up to operating temperature and transmission in park with no extra lights or accessories running.
What is meant by "the engine idles" is any bodies's guess. All engines idle. It could refer to the engine not idling correctly.
"It's the engine idle that's not tuned right" or "your engine idle needs adjusting"

when you are just sitting still with the car on with no foot on the gas. when you are at a drive thru window, waiting for your food, your engine is idling.
