All spending bills have to start in the House. Taxes can start in either. The two houses then have to get together and agree on and pass a final bill.
"All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives." US Constitution
The president can veto or sign them.
"Every Bill which shall have passed the House of Representatives and the Senate, shall, before it becomes a Law, be presented to the President of the United States." US Constitution
A vetoed bill can still be passed if a two thirds majority (not just a simple majority) votes for it in both houses.
"If after such Reconsideration two thirds of that House shall agree to pass the Bill, it shall be sent, together with the Objections, to the other House, by which it shall likewise be reconsidered, and if approved by two thirds of that House, it shall become a Law"
So....
Whichever party controls the house passes the original spending bills. The House has been controlled by the GOP since '94, the Senate since '02 and the President since '00. The last time the budget was balanced was when the Democrats controlled the Senate and Presidency and the GOP controlled the House. The time before that was under Kennedy when the democrats controlled all 3. Of course most of the Democrats in Kennedy's era would probably be considered Republicans, or at least moderate rights, today.
Anyway. the party label a politician campaigns under doesn't necessarily control the tax and spend habits of the US governments.

I am not quite sure what the question is precisely asking, but I would point out that I believe that the ONLY time in the last 20 years that the US has had a balanced budget was during the period when Clinton was in the Whitehouse and Democrats held both the House and Senate. The proposition that the republicans are the party f balanced budgets and fiscal conservatism is delusional. As usual they talk a good game, and do things completely opposite.

Republican used to be known as the party to control spending. Now they are just a bad with spending as the Dems.
They call it PORK and "ear marking". Projects that don't deserve federal spending like the "bridge to nowhere" in Alaska.
