The cops did. think about it, rappers are always swearing at them and making fun of them in their songs including 2pac and biggie. the opportunity came and 2pac had a feud with biggie. kill 2pac and blame it on biggie so 2pac's crew will get revenge and that way they get rid of two birds with one stone. they sit back and watch black people kill each other. 2pac had a long bad history with cops.

1. Someone with no regard to life.
2. Someone who wanted more suffering in the world.
3. Someone who is hateful and full of evil.
There are people dying from diseases DAILY. Why shoot? Diseases take many lives every day. Leave a person alone that you hate, they will die eventually of some dread disease. Especially in entertainment who sleep with everybody AND their mothers giving hepC aids and what not. I say let em kill each other the American way, Disease!

i would look at shug knight. he had alot of reasons to do it. pac wanted to leave his record lable and Mr. Knight didn't want him to.
He was a wealthy man because of pac. when pac died snopp dogg left the label and pacs mother had to pay Mr. Knight money every time she would record a trac from when he was alive..Mr. Knight did have something to do with it
