The waves are caused by many things. Displacement of water due to crust movement under the ocean. Also any movement of objects through water can cause ripples. Ripples become waves if the have enough force or act with other ripples. Wind and the earths rotation and gravity also make waves. The Tide's are the influence of the moon. The ocean is not really going back and fourth as such. It is constantly oscillating and percolating.

as the world turns its position in relation to the sun and moon alter so during a day the gravitational pull of the sun and moon sometimes act together and sometimes conflict each other. this fluctuation in gravitational pull literaly pulls the sea back and forth across the planet causing tides and waves.

The rotation of the earth and moon (and sun) cause a routine gravitational pull on the earth and it's seas! So.......gravity causes the tug upon the sea. This is why we have tides.
