A. but it goes farther and states that it is only in the areas of rebellious states NOT already under Union control.

It does not implicate anything about who he wanted to free but simply acknowledges the fact that he had no legal authority to free the other slaves. Slavery was still protected under the US Constitution and to free the slaves in loyal states would have violated the Constitution.

The Emancipation Proclamation was issued and legally justified under his presidential war powers as a war measure. It was also a first step to the freedom of ALL slaves which was accomplished through the 13th Amendment to the Constitution ratified shortly after the war ended.

The answer is A. The slaves in the areas already under Union control were already, pretty much, liberated in fact, if not by law, and the border states who were still in the Union (like Kentucky) still had their slaves. No one wanted to deal with that because it could have caused the border states to join the Confederacy.
