How can i make an account? How much should i pay for one year? Do i have to connect to my pc all the time to play online? Is it worth having xbox live? Which games are very good for xbox live?

You can buy a prepaid card or use you credit card. You need high speed Internet service. It costs $50 for 1 year. You do not need to connect your PC but you can link the 360 and the PC to access files and pictures. If you like playing games with friends are smarter competitors then Xbox Live is for you. Xbox Live Arcade is amazing as well. Currently Gears of War, Splinter Cell Double Agent, and Rainbow Six Vegas are fun online games but there are plenty of racing and sports games also.

You make an account directly through your xbox. You will either have to hook your xbox through a router, or just a straight connect from your modem to the xbox.
Xbox live is great. They have a great system for keeping track of all your friends, as well as good statistics tracking. Just to be safe, I would suggest just buying a 3 month subscription to xbox live, just in case you don't like it. Then you wouldn't have spent too much money.
Good Games: Halo 2, Project Gotham Racing, Crimson Skies, Call of Duty 3.

I'm not going answer all of your questions because someone already did. But I want to say that XBOX LIVE is great. I've had it for 3 years and haven't regretted it one bit. It's the cheapest online gaming available ($50 a year) and it is great. Gears of War and Call of Duty are my favorites right now.
And to the Playstation fanboy who said that XBOX sucks... go bite yourself.
