They are both in separate rooms and not linked, but if I turn off the computer the tv stops ticking, but not the other way around!

Sounds like an electrical interference.
They could be on the same circuit, even in different rooms.

First check all your wires in the TV and computer and make sure they are plug in all the way in the socket and you don't have any fryed wires, also if you have speaker wires from the TV make sure they are NOT hanging behind the TV.

You also can get a filter for the TV.

Make sure both devices are plugged into electrically grounded outlets....this looks like a radio signal interference.

Also, a surge suppressor (for the PC and/or TV) with voltage regulation might solve the problem.

Last thing ... are you using any wireless device with your PC ? That may also be a source for this issue.

I can guess that its due to atmospherics. It might be causing the clicking as static transfers through the house's socket wiring loom.
