I normally don't paint shirts with puffy paint but the times that I have I have used Tulip brand paints. The last one I did was for my niece who was two years old at the time and it is holding up very well considering the abuse that rugrat has done to it.
Most of t he time, I use regular acrylic paint and mix fabric medium with it. The paint that I like to use is Delta Ceramcoat. It comes in two ounce bottles and they make their own fabric medium.

Just a few tips:
As with putting any paint or glue on fabric, you'll get best and longest adhesion if you make sure the paint is forced into the fabric a bit as well as just sitting on top of the "fuzz"... so kind of drag the tip into the fabric as you apply (for lines particularly).
Also be sure to wash the fabrics before beginning, and don't use fabric softener (sizings in new clothing and softeners can leave residues that act as resists to paint).
Be sure and put a piece of cardboard, covered with aluminum foil or plastic wrap, etc., inside the shirt while you paint and while drying because otherwise the paint could go through to the back of the shirt and/or stick to it. A sheet of freezer paper works well too (shiny side up), but won't necessarily provide a really stiff surface to work on.
Leave the painted item to dry a day or so without disturbing it.. then don't over-handle it and certainly don't wash it for at least a week while it fully "cures."
Later, also generally best not to use a harsh detergent (like Tide) for t-shirts with paint, etc , because it can fade or abraid (...some laundry detergents are milder like All or Cheer, forget which...or of course, you can always handwash with "soap").

Any of the major paint brands sold in the large craft stores will do a good job.Pick up a instruction sheet or booklet while you get the paint. They will have patterns and all the information you will need to complete your project.

You can use fabric paint, fabric markers, and glitter! If u don;t wash the shirt, u can use regular markers, but that will be kinda gross!
