I was after the same answer and when I typed in my question, the Answers listed others who had asked the same question....
I investigated as many of the recommendations listed and found this:

I am not sure if I like it yet... it confuses me a little .... the one I use now (I am always open to new suggestions) ... it to take a square of paper, fold it in half on the diagonal and then mark the center of the fold by putting together the two points of the folded side and giving a little pinch to the center of the paper ..... then, open it again so there is just one fold and then from the center point that you have marked fold the paper into thirds, trim off the excess with a scissors (as shown in the website mentioned) and then you are ready to start....cut slashes, or holes, or hearts, or whatever you wish on the folded sides ... and you also can shape the cut side and dip way down into the middle which gives it greater complexity ... the other types of folds will do this, but this one has fewer layers of paper to deal with.

this site also has a pretty tree to cut out ... their cuts are fancier than I could manage, but no matter ... it is a good idea ...
