I need to know if a recording studio would be able to convert recordings on cassette tape to CD and improve the quality.

On the one hand yes, on the other hand no....
Yes you can 'improve' certain characteristics ie. if there is hiss or a hum or intereference of that nature. However you used the word 'quality', which could infer quality in the sense of bit-rate etc...
Please be aware if your tape is stretched or damaged in some way, you are going to be lucky to get a reasonable result.
In conclusion, your recording can be 'enhanced' in certain areas, rather than a difference in 'quality'. Hope you can see what I am saying about the difference between quality and enhancement..

Get a walkman or whatever you use to play cassettes. You'll need a cord with stereo mini jacks on both ends (most computer speaker set ups come with them) Plug one end into the walkman and one in into the Microphone jack on your computer. Then record it into an MP3 and burn it on CD. You can record each song seperate so the CD has tracks... Make sure the volume for the walkman isnt too loud and also the recording MP3 volume isnt too loud, it will distort the sound. Anyhow you have the basics now.

The answer is yes. A studio or even some programs can take the recording, digitize it and remove all the hiss and noise from the background, etc.
