My cell phone company, Virgin Mobile, allows me to go to their website and block certain things.

Try checking the website of you company.

depends on what kind of phone ur using. as far as i konw nokia and sony ericsson have this function inside the phone which allow only the save number caller call in only, if the number is not in th record then they will unablw to call u .
