"Partial-birth abortion" is a political term designed to target people's emotions and thus influence their opinions on abortion. What they want people to think of when they hear "partial-birth abortion" is in fact most likely late-term intact dilation and extraction, which is very rare and usually only done out of medical necessity. The "pro-life" lobby is trying to convince people that we need to ban this because it would actually also include similar procedures which are very common because they are the safest way to perform abortions. It's really just a semi-clever angle to ban abortions altogether, instead of focusing on late-term abortions (regardless of the method), which is something most people would agree to, with exceptions for health of mother, rape, incest, etc., of course.
