He is hiding in all the plants and caves in the tank. If I get him a girlfriend will he get some confidence and swim out in the open more?

Pearl gouramis are known for being very shy. Some will settle in and be braver but many are always found deep in the plants.
Anyway, keep providing him with lots of plants to feel safe in, and yes, getting a second pearl gourami will definitely make him feel braver. I have an adult pair and a young pair; neither are very shy, they zip around the tank and bite my fingers when I feed them. I don't know whether I just got lucky, but I'm sure having a second one around helps them deal with the scariness of the world.

Yes, get him a companion. Pearl gourami are shy fish, they don't like being in with aggressive fish.

maybe move the tank if you can... the tank is probably in an area of high traffic...

yes, getting a friend will help. But they will fight all the time.
and a big tank 20-30 gallons... and clean water...
